The government is protecting itself with the 86,000 new irs agents. It already controls education, farming, transportation, medical care, military. Whats left? Gun control and the money. Both of those will go within 5 years I think. I think it has more to do with the Federal control of the land or whatnot where the pipeline is being built. Thus ceasing work as the Federal Govt will basically raid or destroy it because they are violating whatever BS Order was being pushed on the building of the pipeline.
