That's exactly what I did, and I made sure to do it in a location that would be less likely to ever be overrun by the looters.
The setting should not be in the Gulch. The Gulch is place that people search to find.
Maybe it should be a half-hour serial fictional series of families and individuals coming to grips with the decline of the country as the ‘producers’ start to disappear one-by-one. The series can explore the finer details and the impact of the new laws and how other producers like Dagny go in search of the truth.
Ever hear of the old detective series, Naked City? “There are eight million people in the naked city and everyone of them has got a story”.
Just so.

Like the BBC series Call the Midwife. Who could take a show just about birthing babies?
Great writers can weave the story line.
