Here's (sort of) what he have so far:
Object of the game: To fend off, or work around, ever increasing government regulations, while sticking to your principles and protecting your own self interest to earn a trip to the Gulch (name will be changed to protect the knowledgeable).
There will be Producers (earners), Moochers (free loaders), and Strikers (Producers already in the Gulch).
Currency will be gold and silver tokens/pieces (Maybe gold only in the gulch and silver outside..?)
Listed below, in the comment fields, will be categories/ideas that need to be worked on. Please reply to the appropriate comment for ideas/input.

it is to demonstrate that moochers are making life difficult for everyone. regardless of who wins-look at the table of players. everyone has an equal chance. if a moocher win, I think you'll find everyone else will be impoverished. if producers win, on average everyone is doing well. if strikers win, there's less being earned by producers and moochers.
What if you have paper money but its value decreases the longer the game goes on.
All the Moocher has to do is prevent the Maker from attaining his goal using tactics, ie. suing, federal laws, regulations, etc. Or trying to get money from the Maker (either slowing or stopping his progress) of course the Maker can get ways to protect him from Moochers but which are not easy to attain and may slow his reaching his goal.
Man this stuff writes itself.
Of course I expect 5% royalties on every game sold.
I would also tell you this is the way of making a sale to a potential investor, heck any form of business start-up typically uses this methodology.
as long as you're wanting to keep us interested, give us a plan for the those in the Gulch. Choosing to Galt is something many do not see as a positive. if the winner, has the most assets(say), players may decide to stay producers longer-or if this is based on real life, moochers always seem to be the most wealthy(dictatorships, cronies, monarchies).
(Everything we've talked about is being stolen right now...)

I thought they'd start with the kindergarteners-
2. incomes for both. producers income is higher than civil servants. the cards are such that civil servants get tax revenue and other fees from cards drawn. key: you want to be a civil servant when everyone else is a producer. the more servants, the less to split. there are cards in there that allow you to switch from civil servant to producer and vice versa. if you choose to be a striker, you give your accumulated wealth back to the bank. moving forward a striker can only draw 10% off the value of any producer card, but does not have to give anything to a civil servant. ultimate goal is to get to 1 million dollars.
