This is why it's all but impossible for immigrants to "play by the rules"

I applaud this woman trying to make the system work, but when you take a broken premise, then add a broken set of stanrds, to a broken buracracy, the result is neither functional or workable. And that is indeed, the problem, huge sums spent supporting a system that is fundamentally broken in so many ways. A good posterboy story for the failure of the Empire

"do we have to reach those extreme civil disobedience measures for them to see that this is a failed system that sets us up for failure?"

Obviously, yes, we have to do this in every interaction with government that we possibly can.
It is a total waste of productive time and capital, and THAT is what THIS government is good for.

Indeed it sort of encapsulates the whole sick problem of government. More regulations to "fix" more things one top of more. Sounds sort of like it fell out of an Ayn Rand book?

Apparently we have different definitions of immigrants.

She has been here since she was 8 and is in at least her 20s now.

Why has she not gone through the naturalization process? Since she has not, she is not an immigrant.

I believe the media is using a generic term for non-natural citizen, and of course, they leave off "illegal" as it is racist, pejorative, biased, unfair, un-Democrapic and other negative hot button terms. One would have to agree with your premise that she has had more than enough opportunity to become "legal" but then, that would hurt her job credentials.
