Trump is not the “author” but may be entitled to sue for misuse, profiteering on personal image under Georgia law

Trump may need a cease/desist order to stop "unauthorized" merchandising--but can he get one from a Georgia or Florida court? Some may say that only the "author" (sheriff's office where shot was taken) can declare image use "unauthorized."

It is very unlikely Trump owns that mugshot imho or all rights against such usage. He certainly did not object to his image on all kinds of stuff when campaigning.
