    Maxine Waters is a shameful piece of crap whose elevator doesn't go all the way to the top.The fact that she keeps getting elected only proves that there is a certain kind of ethnic loyalty that seemingly overrides common sense. Until ethnic and racial minorities start using the part of the brain where intelligence lies instead of emotion, there is little hope for their betterment. Certain minorities who in their limited outlook would rather appear to be right than happy. and free.

    Here is a step by step listing of the process:

    In the House of Representatives:
    The House Judiciary Committee decides whether or not to proceed with impeachment. If they do...

    The Chairman of the Judiciary Committee will propose a resolution calling for the Judiciary Committee to begin a formal inquiry into the issue of impeachment.

    Based on their inquiry, the Judiciary Committee will send another resolution composed of one or more "Articles of Impeachment" to the full House stating that impeachment is warranted and why or that impeachment is not called for.

    The Full House (probably operating under special floor rules set by the House Rules Committee) will debate and vote on each Article of Impeachment.

    Should any one of the Articles of Impeachment be approved by a simple majority vote, the President will be "impeached." However, being impeached is sort of like being indicted for a crime. The president will remain in office pending the outcome of the Senate impeachment trial.

    In the Senate:
    The Articles of Impeachment are received from the House.
    The Senate formulates rules and procedures for holding a trial.

    The trial will be held with the president represented by his lawyers. A select group of House members serves as "prosecutors." The Chief Justice of the Supreme Court (currently John G. Roberts) presides with all 100 Senators acting as the jury.

    The Senate meets in private session to debate a verdict.

    The Senate, in open session, votes on a verdict. A 2/3 supermajority vote of the Senate will result in a conviction.

    The Senate will vote to remove the President from office.

    The Senate may also vote (by a simple majority) to prohibit the President from holding any public office in the future.

      Thanks for an excellent, step-by-step breakdown of the impeachment process.

      It should be noted that Bill Clinton was Impeached by the House, but not convicted by the Senate (because of Democratic partisanship). That being said, Clinton was disbarred and forbidden from ever holding a law license again.

        To be fair, I think Republican partisanship had a lot to do with Clinton's impeachment by the House. Neither side covered itself in glory during that episode.

          I could make a very crass comment about someone getting covered in something in the Clinton Oval Office, but I'll leave it there.

          Was there or was there not an Impeachable offense and did Bill Clinton commit that offense? Yes on both counts. Further, he tried to play word games and cover up his offenses - and so did his wife! I'm not seeing what was overly partisan there - unless one wants to view the Democrats' castigation of Ken Starr and team.

            The impeachable offense wasn't the having sex with the intern. It was lying about it and the attempt to obstruct justice. He was never impeached on the actual sex act (even though Democrats love to make it sound like it was). In fact, the "abuse of power" charge, which was basically charging him with the sex act itself, was defeated by the House with 81 Republicans voting against it. Therefore, like Nixon, the problem wasn't the initial offense, it was the cover-up.

              I guess that's subjective then. To me, that's conduct unbecoming the President of the United States any way I look at it and the attempted coverup even moreso. And you can bet that had it been a Republican he would have been run out of town in a heartbeat.

                I am only reporting what the actual articles of impeachment of Clinton were. Apparently 81 Republicans thought it was acceptable for President Clinton to run around with an intern playing hide the salami with his pants down. He wasn’t impeached for the sex - he was only impeached for the obstruction of justice and the perjury.

                  I understand what you are saying. I'm just pointing out that I'm among the majority of Americans who felt that Clinton should have been Convicted as well as Impeached for his utterly disgraceful conduct. To have a mistress on the side (like JFK and Marilyn Monroe) is distasteful, but doesn't directly demean the Office of the President. But to be actively "engaged" in the Oval Office - and with an intern no less - while conducting matters of diplomacy is to cross the line. That that many Republicans and every single Democrat were okay with that behavior from a sitting President disgusts me to this day.

                  Of course if you just want to talk about dishonesty and covering up, Obama should certainly have been Impeached as well.

                    I actually think that JFK (and FDR for that matter, since he also was committing adultery while serving as president) should have been impeached as well. Indeed, I think that adultery should be a felony, punishable by at least 10 years in prison, so if you do it while President, you ought to be impeached (doing it before you are president is different only because you even can be a mass murderer so long as the public knew about it at the time and still be elected since the vote to become president is, in fact, your de facto impeachment trial).

                    However, what we believe should happen and what did happen are two different things. Clinton was impeached only for obstruction of justice and lying about the affair, not the affair itself. The fact that so many Republicans in Congress apparently do not mind that a President while in office is breaking one of the 10 Commandments is a commentary on how immoral our society has become. The fact that we could not remove from office a man who broke at least TWO of the commandments (adultery and lying) is even worse. Well, at leasf the intern wasn’t married to someone else at the time because that would be THREE commandments (thou shalt not covet) in the same offense (also, I am certain he probably also took the Lord’s name in vain while having sex - that’s four) and he probably did it on the Sabbath (that’s five - okay, now I am just piling on here but you get the idea). LOL.

        Actually, he was not disbarred although the US Supreme Court was in the process of disbarring him.

        His Arkansas law license was suspended and he the Supreme Court had initiated proceedings to disbar him from that Court. Before he could be disbarred, he resigned from the Supreme Court bar (rather like why Nixon was never impeached -- he resigned before impeachment could be voted, though it would have been a foregone conclusion).

        Clinton's law license suspension only applied to Arkansas since that was the only state where he had a law license. He could always try (lots of luck with his record of moral turpitude!) to obtain a law license in another state. His Arkansas law license suspension was for 5 years. He was eligible to apply for reinstatement in 2006. He has not done so (again, unlikely to get it reinstated because of moral turpitude). Finally, the decision to suspend his law license and the decision to not allow him to argue before the Supreme Court were judgements of the Arkansas Bar Association and the US Supreme Court respectively. They were not handed down by either the House or the Senate.

          He also agreed to a $400,000 fine as part of the plea bargain for his law license suspension, mostly to make it all go away and not have to defend himself in his perjury and obstruction of justice charges (have them dropped) in Arkansas from the Paula Jones case which triggered his impeachment.

    Thanks for the responses. Double thanks for explaining the impeachment drill. I've been busy this month. 4 guests arrived 10/19 & left 10/21; 2 more arrived 10/23 & left 10/27; 1 arrived 10/26 & departs 11/2. Haven't gotten much writing done.

    I don’t think I need even address the specific question.

    It doesn’t matter because IMO Maxine Waters ALWAYS wastes our and spins her wheels with irrational, outside of reality, issues and accusations.

    I suggest the proper response it just to ignore her.

    Impeaching requires a simple majority in the House; they'd need a few Republicans to change sides or abstain, but it's possible if they could come up with an accusation that stuck. Or if they gain control of the House in November.

    But it's unlikely that anything sex-related will stick; look at the last dozen presidents. Every president from FDR to Trump is known to have had at least one mistress, except Carter and maybe the Bushes. Clinton even committed two rapes and skated. So I don't think the public gives a hoot about affairs.

    Of all the non-sex accusations I've heard against Trump, the only one even remotely plausible is violating the emoluments clause. And all the precedent in that area of law (which hasn't really been tested in a century) favors Trump.

    But suppose you get an impeachment? That's where it likely ends. Because it takes 2/3 of the Senate to convict, and even if the Democrats win every seat that's up for vote this year, they'd have only 61.

      Yes, but correct me if I am wrong but only Democrats, I believe, are known to have had mistresses WHILE they were president - the Republicans did not engage in such immorality while serving as president.

    What is her point, at most, another Reppublican would take over. No gain for the Dems,and likely much resentment.Maybe she should try relating to the deplorables and see how real people live, who are not in multi-million dollar homes.

      On the other hand, I would personally prefer Pence to Trump and if Trump leaves the presidency after January 20, 2019, but before the next presidential election, Pence can be president until 2029.

    Maxine's the one that needs to be impeached along with a bunch of others that are impeding progress here in the United States. Let's get on with it, Trump will be leaving the White House in 2024 anyway.

      On what grounds do you want her impeached? "limited intelligence" (aka She doesn't make any sense) and "impeding progress here in the United States" (aka I do not like her positions on the issues) are not very strong arguments for impeachment. After all, we really shouldn't argue that we are able and desiring to impeach Democrats just for being Democrats.

        I hear ya, but there's a much better position waiting for her, and she needs to go fill it.

        I understand the streets of her district are needing a sh*t shoveler. I can't think of anyone better qualified to fill that position.

    I think Maxine should be the voice of the democratic party. At least she speaks her "mind" (if one can call it that), and says what the other democrats want to say but are too afraid to actually speak it.
