They've already done that. The safest car you can drive is "a tank." But NHTSA regulations since the Nixon era have gone out of their way to ban sturdy cars, so that today cars are literally required to suffer expensive damage from any collision at 5 mph or above. The leftists' idiots idea of safety is that no driver be allowed to have confidence that his vehicle can keep running after somebody hits it.
