Tough question. I would say Obama. Reason? The rise of ISIS and the death and distruction caused by that rise and now near fall. Add in the misery caused by his policies of faux socialism in the USA and you get millions of lives made substantially worse. His impact was in the millions
Don't get me wrong, Bin Laden was a bad actor but his scope was limited in comparison to ISISs and Obama. Bin Laden's impact was in the 100k's realm.
