    James Taggart had a lot of enemies. It's conceivable that someone like Rearden hired a PR firm to tell the public the other side of the story, which may include harassing Taggart. He'd be a deserter if he quit. Mouch would take care of it, though, and put him in some other job. That would create some other problem, and the gov't would put out that fire. Eventually it would work its way back to causing a problem for the railroad again, and James Taggart ends up exasperated.
