In this country the state nominally has three parts:
the Executive, the Judicial and the legislative. All have an interest in protecting their valued resources (people) from the other two. Police giving immunity to a felon in order to get more felons off the street. thins like that. Judicial granting a plea bargain in order to get testimony to convict a criminal. And so it goes ad infinitum ad nauseam.
