Why wouldnt they attempt this? The IRS does it. Now the EPA is doing it without even passing laws. Where does the Constitution give them the right to legislate behavior without passing a law that 1)is passed by the house and senate and signed by the President and 2) has to comply with the Federal governments limited powers???? Civil disobedience and outing the individuals who work for these agencies so that they can be, at a minimum shunned is what is necessary here.
