    Parents on their children
    Elected officials on those who elevate them for the very reason of applying law (rules) on society.
    Children caring for their elderly parents

    There are conditions where the term force is not applicable, I'm sure there are more.

    I'm not poking holes, just trying to prevent a sweeping generalization.
