I'll give you an option on that one while agreeing with your statement. The Western Hemisphere has three languages and a few remnants. In order of population Spanish, English, Portuguese.

Europe has a hundred. In Asia China alone has over a hundred. Africa resorts to old colonial european language and trade dialects

To have the entire hemisphere open to you English, Spanish and if you can Portuguese. Easy to learn usually one week in a decent total immersion school per language.

But schools dropped the foreign language requirement and short changed = cheated = the graduates with a substandard education.

So here's the fix. Moving to the USA you must have two languages the required language is English or sorry six years or not no citizenship.

Born in the USA? Hmmmm.....you want a job with government, any of them including the military - you want a student loan? Two languages required. If you went to a sub standard school we'll have a phase in period and provide the second language. Nothing insurmountable there. Obviously some what abouts to iron out. The Great Great Grandmother from Chiapas for example.

But you don't make any of the second or third languages official and you don't support any schools systems that don't get with the program. It doesn't take a college degree to teach a language IF you are literate to begin with. The problem will be finding English teachers.

A final advantage....brings back the melting pot and some for of American Culture.
