Setting aside all the Really Bad musicals that never see the light of day after a few performances (or death in previews or never getting funded at all) I'd put everything that Andrew Lloyd Webber wrote at the top of my bad musical list (along with West Side Story.) (Webber did write a few good songs that sound similar though.)
