We often forget, the Founders and Framers had no intent of the US becoming an empire. That's been a large part of our mistakes.

I think the author's irony is intentional in likening the US to an empire rather than a republic.
"The balance of power has all but dissolved as Congress ceded its power to the executive"
The process seems to be continuing, getting worse.
