Did someone say "scripted"? My cynicism meter pegs, and I "call bull shit" (CBS), every time I see ads for the upcoming TV show, Madam Secretary. It will probably run long enough to paint a hugely sympathetic image of how hard it is to be a female Secretary of State, and how 'mean spirited' the opposition can be when "they don't have the whole story."
She is right about everything being scripted. My guess would be that this was designed to fire up the base but it's long enough before the election that most others will forget it.
The laughter in the audience testifies to the success of 100 years of Marx-Alinsky-Dewey (MAD) indoctrination. If the facts of history conflict with your rhetoric, then change history. I hate it but they're winning.
She is pandering to the far left base of the party. They believe in comments like "you didn't build that". She is laser focused on winning the White House in 2016. She lost the nomination to Obama in 2008 because she failed to inspire the base. She ran as if she already had the nomination. She won't make that mistake again.

I can only guess at what she might have meant. Maybe there was context before it where she was refuting an argument that misused the fact business creates jobs. If we take her quote at face value it's absurd. It _sounds_ like she's been in govt too long and doesn't give much thought to the hard work behind tax revenues.
What is even worse than her lack of any sense of reality, common sense, economic sense and respect for freedom is the people who believe and agree with her.
