It makes no sense. You can use professional license requirements up to a point, but you really cannot force people to work. I guess you can put a gun to their head, but no matter how you do it informal underground systems will emerge. You really don't want forced work. I would feel weird going to doctors who didn't want to treat me but had to keep their licenses. I would feel tempted to ask them what's roughly the going rate to make them whole. Who wants to be a client who a provider really would rather not have? It's indescribably stupid.
