I like what you have to say as an ideal scenario, but I see China's move towards capitalism as a move towards the crony government kind with a lot of communist vestiges remaining in place. Less communist and more fascist (as much as the commies hate to use that word). History teaches us dictatorships want to get what they want even if it means slapping around people to get it, which equates to war on their own people or war on neighboring countries. Yes, "Peace builds, war destroys", but from a dictatorship's point of view there's peace as long as it builds what it wants, and war is a viable option as long as it destroys those standing in the way. "Deliberate damage to others" is no big deal to totalitarians as long as they can score what they perceive as a win. The only way to deal with dictators is to demonstrate they will be the losers if they employ cheating or war tactics. The CCP is extremely adept at the cheating game, but will likely begin the war game if it feels such tactics can be won. Totalitarian governments have to loot to appear prosperous.

Edit add: I've worked in China and saw a lot first hand. Great people with bad government. IMHO, America is a hair's breadth away of sliding into the same situation.

Planning for war rather than market development sounds like a malevolent universe premise. China has been moving slowly towards capitalism in their trading practices. By our example they will make the transition from communism to a free-market system. They benefit from developing customers around the world. Peace builds, war destroys. If they are fair and competent, they are unlikely to risk their gains by aggression and war, and they deserve their success.

Teach them cooperation, an open market, free enterprise, through a good example, not through punishment and condemnation and sabotage. By all means buy from them if it's in our interest to get better quality and lower prices. In the long range, we (the U.S.) profit from efficient use of resources and labor. No one gains, in the long run, from deliberate damage to others.

Capitalism is not based on hindering others from success. The golden rule applies. Hostilities are a mental and emotional sickness and not good for business. Can we set a better example for open trade for mutual benefit than to be plotting for "likely" war?

The government should not give freebies to anyone. The government should not set minimum wages. Anyone should be able to hire anyone for a mutually agreed-upon wage. Anyone should be able to buy anything from anyone willing to sell at an agreed-upon price. Buying from China is not mandatory. Not buying from China is voluntary. Why cut back on buying from China? Are they getting "too rich"? How does that hurt our enterprises?

Free-market competition does not mean intentional mutual destruction. Is one party's success another's downfall? Is not being number one an excuse for greed and hate? How about working out an objective formula for mutual benefits, respect for others' competence, and resisting the animal temptation of predatory aims, whether by force or fraud?
