How To Keep the Homeless Bums out of your City

If you have any concern regarding a potential Homeless Bum Invasion of your city, know that there is a way to put a stop to it. I sent the letter, below, to my City Council on January 20, 2021. I included a photo montage from the filthy homeless bum encampments in Seattle. Preventative actions and holding your city council to account are key to maintaining order. Use / Copy any portion of my letter as you see fit. Cheers.

Hello City of West Richland Mayor and Council Members –
Perhaps you are aware of the Homeless Bum Invasion of cities on the Other Side of the mountains (images below from The Emerald City):

If you watch these videos or are exposed to similar accounts, whether in video, audio or printed format, you will find that buried under the Homeless Problem, there is actually a Drug Problem. In short, many of the homeless are in their state of homelessness as a direct result of their chosen behavior. They choose to perpetuate a lifestyle of drug addiction. Their lifestyle can only continue so long as it is nourished – much like Cancer – Cancer can only survive as long as it is fed from a rich red blood supply. The cancer is competing with the healthy productive cells for the nutrients provided by the blood stream. The cancer must be cut out, either directly via surgery, or indirectly via radiation, chemo or some toxic mix of treatments. If the cancer is not removed, it will eventually kill the host. I am going to make the assumption that the survival of the host (productive cells) is of higher value than the parasitic cancer cells.
With further cogitation, we can see that buried under the Drug Problem is a Political Problem. The State provides nourishment to the drug-addled homeless bums:
• Overtly through welfare handouts (theft of income from producers which is then handed, with great flourish, to the parasites, while the bureaucrats take their cut).
• Covertly by turning a blind eye toward the wreckage that the parasites inflict on the communities where they set up their camps like ticks on a dog.
Bottom Line – the Politicians allow the cancer to move into the cities, then the Pols promote and feed the cancer via their conceit-driven redistributive social support structures.
The City of West Richland has a Municipal Code (recently revised / adopted Nov. 17, 2020). The code is clear on what is not allowed within City boundaries in terms of trash, nuisances and disorderly behavior (homeless bum encampments):
• Chapter 8.08 UNIFORM LITTER CONTROL CODE (codepublishing.com)
• Chapter 8.16 NUISANCES (codepublishing.com)
• Chapter 9.20 (codepublishing.com) – Misc. Crimes – Disorderly Persons / Any person found intoxicated from the use of illegal drugs, in any public place in the city.
Which brings me to My Bottom Line. If I should see cancer (homeless bums) move into my town – whether that be in the city parks, along the roadways, or worse, close to private homes and businesses, I Will:
1. Communicate my findings to the City Council.
2. Start the Clock – The City Politicians will have One Week to Remove the Cancer.
3. If the cancer is Not removed, I will take it upon myself to Remove the Cancer:
a. I will not be working alone – I know like-minded individuals who will partake in surgically cutting out the cancer.
b. I will make it abundantly clear that the cancer is not welcome in my city.
c. I will physically cut out the cancer.
Additionally, if any Antifa cockroaches or Burn-Loot-Murder thugs should choose to bring their destructive behavior to my city, they will similarly be treated like cancer. There are citizens in the City of West Richland that will not tolerate open-pit cesspools of human filth, the likes of which have metastasized within the formerly beautiful cities of Seattle, Olympia, Portland, San Francisco, et. al. We are tired of the tolerance meted out to the fetid garbage that choose to rampage through the cities and destroy private property as they exercise their envy-intoxicated rage against the Wealthy, the Achievers, the Successful, the Producers. Either the elected politicians will ensure that the filth is not tolerated, or the citizens will take up arms against the invading barbarian horde.

    Check your premises. To the looters, your life is not worth anything, and the lives of the moochers empower the looters. We have long operated under the premise that while all men (people, in general) are created equal that the lives of producers are worth more than those of looters and moochers. That may be true ... until the society values looters, moochers, rioters, etc. as being of more value than those of producers, which is precisely the situation we have now.

            Smoking is a choice. If one chooses to smoke to amuse oneself, that is OK as long as one is willing to live with the consequences AND not be a financial or other burden on someone else, something that we can't do now that Obama forced us to be our brother's keeper.

              Couldn't agree more.

              However, people do like to note that Ayn took lot of support for lung cancer at the end of her life, that is inconsistent with her beliefs. She did force others to pay for her decision; however, they were theoretically paying with money she had already invested.

            Rand herself said that we were to judge by facts, not by "Ayn Rand said." Heck, her good buddy Aristotle believed that there were four elements that make up everything, earth, air, fire and water. George Washington owned slaves. Our predecessors were such sinners, compared to us!

            Over in another philosophical territory, perhaps Christians should toss out Jesus because he was a Jew.

      I hear you -- and I constantly check my premises -- my life depends on it (Do I have the equipment to effectively cross that glacier field?). Politics is most effective when it is practiced as locally as possible. My town has 15k folks -- and when issues become "hot" the People show up at Council meetings. Council members and Mayors get voted out when their behavior warrants it.

      I had to draw a line and make that line clear. Prevention is most effective when the Cancer is microscopic. I did not want to have regrets about not taking a stand. This is still a small enough community that pert-near everyone knows everyone else. If the bums ever did start to Camp Out in this town, they could be near the Mayor, Council-members, etc.

      Agreed -- Rand was Right, so prescient in her predictions. Some battles (Washington DC) are likely lost, or have been lost for decades. Keeping close to home, where I live and in a place where I know my neighbors with similar values in terms of property rights, this is where I need to take a stand.

        Part of the point of your thread is that it is getting significantly harder to minimize the impact of looters and moochers on producers like us. It becomes more local to us all the time.

        My "Check your premises" was said with tongue firmly planted in my cheek, but as with all humor, the reason why humor resonates is because it contains an element of truth, usually grossly exaggerated to make the point.

    Nice letter. LBJ's War on Poverty has cost tax payers $23 trillion dollars and poverty is the same. Who benefits? bureaucrats - job security for them. Sadly, those with mental problems were cut off and turned loose which has to account for some of the homeless. Most of the gutter punks in NOLA have their parents credit cards and simply choose to live in the streets. I know this because I have talked with them. If the homeless come to my town I will direct them to some really nice neighborhoods with very liberal owners. I am sure they will be glad to provide housing for them. Right!

      When I think about the War on Poverty -- did these people really think that it was a winnable war in terms of dishing the unearned hand-outs to the so-called needy? Or did they just convince themselves that it was For The Greater Good, knowing full well that they, the bureaucrats, would be pulling the levers of wealth redistribution while taking their cut?

      I have a sister who lives in NOLA ... and have met some rather wealthy liberals that live in their swanky homes. They sure do talk a good game of equity and support for the downtrodden. I think that their charity is just so much virtuous hot air. Those downtrodden offer the means for the liberals to hold a persistent sense of superiority.

        I have learned over the years that the agenda is never the agenda. I used to give them the benefit of the doubt and list it as unintended consequences. Now I look at it as simply feeding bureaucrats from the public trough as the primary beneficiaries.

          Read books by David Horowitz, once a Communist but no longer, and you will find the same theme. The agenda has always been the destruction of the United States. Then read books by Ayn Rand--but wait, we know that already!

      I'm retired and live alone. Maybe it's a stretch, but I think it would be interesting to be arrested. It would give me time to write "Ruminations from a West Richland Jail."

        Oh you don't want to be arrested. I did that in 2011. A master liar involved our State AG's Office and they tried to kill me off. Fortunately, the Jury threw everything right back at them and even their Prosecutor who tampered with my Jury got kicked in the butt. The AG''s office did nothing to the tampering attorney!

          I hear you ... and recognize that I am just blowing off a little steam here in The Gulch. I can be much more effective outside of jail ... even if that is working Behind the Scenes on the campaigns for libertarian-leaning city council candidates.

    I agree in principle, but I notice that this problem got much worse in the '70s when California and many other states stopped committing addicts and people with PTSD to mental hospitals and instead put them on the street.

    I would not want to resume involuntary commitment, but I would make tax-funded benefits for people with those problems conditional on their accepting institutionalization, so that they'll get put away and be out of our hair.

      Olympia Washington is starting to look like Seattle ... the environmental degradation from the homeless filth is surrounding the lake in front of the Capitol building. Jay Inslee, our Governor, can see the human corruption from his office. I walked by the assembled shamble of a tent city back in February 2021. What I saw -- individuals would drive up to a homeless camp, then hand food items to the bums inside. The bums would shamble back into their tents or mill about the tent city aimlessly. There is little incentive to leave. When I visit Seattle, I notice that the smaller tent towns migrate from under one bridge to another. The tents move, but the pile of accumulated trash remains.

    After having sent my letter, I did not hear back from the City (mayor or any councilmembers). I have sent them (via their shared email address) correspondence in the past, so I am 98% certain that my letter was received. Just to ensure that is the case, I have printed the letter and will hand-deliver it to the city clerk for filing.

    I also considered including a photo of me using the new X15 Flamethrower (50 foot range / 60+ seconds of operation).

    Add to proposed legislation:

    1 If convicted of a crime the motivation of which is being mentally distorted directly due to drug use, or indirectly due to seeking money to pay for addiction-induced drug use, then in the future no government assistance for rehabilitation or other living expenses, except to the extent that the government is fully reimbursed for the expense by voluntary donations, and no obstacles for the use of voluntary donations to the government or to private charities for that purpose. This restriction is to be expunged if and when all expenses of restitution and rehabilitation are repaid, including health insurance for rehabilitation if applicable, from voluntary donations or the person responsible for their being incurred.

    2 Being mentally distorted indirectly or directly due to drug use may not be used as a defense in civil or criminal court if sued for or charged with misconduct, or to mitigate damage awards or sentences relating to such lawsuits or convictions, except that voluntary donations may be sought to assist with restitution and other relevant expenses.
