My favorite was definitely how to frighten this new generation!
PG&E's problem was that when the wholesale electricity market was "deregulated," about the time Gray Davis became governor, the legislature not only kept retail prices controlled but tightened the controls, so PG&E was unable to continue employing anywhere near the large number of tree trimming crews they had had before. The public blamed them when the retail price of electricity went up, when it was the wholesale suppliers that raised it. Result: not only no easing of the retail price controls, but more vandalism of the system. Last year a jury held the company 100% at fault for a fire started when some idiots with shotguns shot up one of its substations in the middle of a forest. What could the company have done?
While on the quiet they cut essential maintenance not just in clearing fuel from under power lines, they spent on every progressivist cause. They may have thought all this would carry weight (collude?) with the Pricing Regulator, who have the job of setting prices high enough to give profit, it did, but not enough especially with the massive lawsuits now coming in. They sunk into financial disaster hoping to be rescued. The only chance of survival is from big spending on legal blame gaming.
