There will be a presentation at TOS-Con about Hamilton's vision for the role of the federal government in protecting natural rights. Any questions?

For all of the accolades Lincoln received for saving the union, he was a proponent of concentrated federal power. The 10th Amendment needs some viscous attack dogs to dig it up and defend it.

A more direct answer is it was originally supposed to be a Federation.

This article states some basic truths.

Yet, in this political environment, watch out. No one will actually read the Declaration of Independence because of this, but rather they will throw stones. Stone throwers are idiots but they have stones which can kill, especially when thrown in unison by a large group of people.
Figurative stones now a days but the result is similar.

If the state of Montana wrote a Declaration of Independence, what do you think would happen? Joy and happiness and parades of children with the Montana flag? Or . . .
