Hmm...looters complaining about looters...and endless circle. Morally, I would say you should pay for whatever benefit you get, so the easy answer is to either bill for whatever an individual decides to use, or eat it if you cannot do that legally. This assumes another conservative judge doesn't end up mysteriously dead from, say, choking on a pretzel or something.
