Sorry, call it what you will but anything the Government does is by definition "coercion".
"Nudging" is just coercion "light"

The key bits about coercion are the involuntary nature and threat or use of force.

The Government can and does resort to everything from legal action up to and including the use of sovereign force to get their way.

If you don't do it willingly they force you to do whatever it is...coercion

Not only coercion, but even nudging.
