I've heard some people say even asking the question of what causes people to become extremists indirectly helps them by suggesting the causes are responsible for the extremism.

It sounds like this article says the US gov't is going the other direction and saying if an extremists kills someone because he doesn't like something an American said, that American is to blame for the murder. That's giving way too much credit and power to extremists.
