I think this is heading in the right direction. It helps to explain why both parties look the same, act the same, yet have 2 different camps of "special interests " that they feed. Depending on what drives the "2nd government" it also illustrates the problem with allowing the monster to breed to the size it becomes self sustaining.

It's like a ratchet. Sure...You can turn it either way you like, but it's just going to keep getting tighter. This is why I withdrew quite a bit, quit voting, stopped taking part in the system. I did, however, mail a letter to Donald Trump today regarding the one topic that had me packing my bags if he had lost the election. Now, honestly, perhaps I can take another 4 to 8 years to pack...

While I agree with the title of the article, the source of the information is suspect based on his irrational statements.
"Obama couldn’t have changed policies much even if he tried." -Tufts University political scientist Michael J. Glennon
    Rubbish.
Obama made MANY changes and they all increased power to the government elite and to Obama's wealthy, powerful supporters who maintain power through looting and government restrictions on free markets.
The author needs to cite a better, unbiased source of information.
Did the author forget the forced imposition of Obamacare? Did the author forget Obama's executive orders that let illegal aliens invade and stay without fear? Did the author forget Obama's destruction of the coal power industry using irrational excuses? Did the author forget Obama's actions to take federal control of millions of acres of wilderness? Did the author forget Obama's agreement to International Small Arms agreements that violate the 2nd amendment rights of all Americans? Did the author forget Obama's repeated waste of resources on unproductive alternative energy companies and Obama's imposition of unnecessary EPA controls restricting hydrocarbon energy production and use? Did the author forget Obama's agreement to foreign trade agreements that destroy American sovereignty in favor of international businesses that do not concern themselves with rights of Americans?
This author is making excuses for the corrupt government and blaming businessmen. Granted some businessmen are looters like James Taggart, but most are honest and have no influence on Obama and the rest of his looting kind. Typical irrational defense of traitors, racists, and corrupt statist looters.
Obama made the decisions he made to increase his power and to assist those he favored, period, to the detriment of the productive majority. At best Obama took a cowards approach, allowing the powerful in the military-intelligence industrial complex to continue to loot the people, to destroy their rights, and to invade their privacy.

All true, and the statement in question is often cited as justification for use of Executive Orders. I have seen some EO that are fundamental changes and are probably unconstitutional, but they never get challenged, or if they do, it fails. The point they can be undone just as easily is also valid, but it will be painful when you have to go through thousands and revoke them. The bureaucratic issue is valid though, I think, they do tend to run things their way no matter who is in charge.
