I think Kagan is over the top with this but there is legitimate concern that a swing from the leftist politics that we have endured for so long might not go to the right or even the middle and Fascism fits the bill. I don't see Trump as having a plan to make this happen but as an embodiment of what happens when people believe that government is the answer when it is actually the problem.
