Interesting "experiment"

So, if the same amount of work needs to happen, taking the same amount of man-hours, then they will need to hire 25% more people. Which will drive the costs of city government up by more than 25% (since government is inefficient).

    This form of "process improvement" rarely works. I have been in the continuous/process improvement arena for about 20 years. Companies/organizations that use this approach thinking that they will force the workers to find innovative ways to accomplish the tasks merely end up with workers that are disgruntled or that use poor system processes to adapt (ex: they pass along the paperwork as incomplete which then just places it back in the work queue).
