The economics of crime: a tax - especially on the poor

    Except you have to remember that most of the utility companies are mandated by law to provide service to anyone in a township. In a free society/market, the utility companies would simply say that due to criminal factors, they would discontinue service in that area.

    "Comcast notified a cable customer on the South Side of Chicago the company would not send out a technician because of the violent crime in the area."
    Do they offer a lower charge as they cannot offer the usual level of service?
    In a free market a company would have that option, it may partly reduce the 'tax on the poor'.
