That somebody could be dead in a vehicle, that had been interacted with on multiple occasions with nobody noticing a dead body is disturbing. As is the fact that nobody cared enough about this person to have reported them missing (now if they had been reported missing and both the tow truck operator and the ticket issuers didn't perform basic processes like checking the license plate would just be disappointing).
