Shaming and restitution to the victims are fair. Shaming worked to reduce crime for millennia until the federal government started caring more about convicted felons rights than the victims.
Put the guilty in public stocks AND make them pay the victims restitution.

I don't like the public shaming element of it, but the idea of working with victims of the crime is great. It makes sense that someone caught drunk driving should have to work helping victims of drunk drivers. This is much better than putting them in jail or taking away their license, making it harder for them to keep a job and stay out of future trouble.
