Wherever there is unaccountability, corruption will follow. Profit driven organizations self police because these acts are non-profitable. Governmental agencies put too much reliance on "public servants" doing the right thing and if they don't, they think it doesn't matter as long as the public doesn't become aware of it. Things that follow natural laws tend to self correct and work. Things that are contrary to natural laws ultimately fail. Moss grows on the north side of a tree, people are honest in a system when honesty is to their benefit. Gravity brings objects to earth, rewarding those that do nothing by taking from those that do will "stop the motor."
