This is exactly why socialist governments devolve into tyrannies: they deny the existence of monetary incentives.
I have often thought that a fair and just government would be constitutionally restricted from levying fines.
The reason is that, because of fines, enforcement of the law no longer becomes about justice or public safety, but rather about revenue generation.
Now, consider those ticket quotas (which local governments insist do not exist) in a place like Norway.
For the sake of revenue generation, "the rich" would be targeted for every minor infraction, like going 14 miles over the speed limit.
How long before "the rich" say, "f*** this noise!" and shrug?
Instead, imagine if every infraction came with a constitutionally mandatory prison sentence, even if only for 4 hours. Prison time *costs* a government money. So, over-enforcement and unnecessary laws have a monetary *dis*incentive.
I have found a hard and fast rule when dealing with government. When anyone from the government uses the word fair when trying to explain a policy, run like hell. Fair is politico speak for altruism and redistribution.
Progressive infraction fines only hit you if you commit an infraction.
Progressive income taxes punish you for having an income or succeeding, not for breaking a law.
Of course if the Social-Communists have their way with us, work other than state sanctioned will BE breaking the law.
