Most are receiving subsidies, so don't really care.

Right, they have drunk the koolaid. Its the ones who protested and did not get insurance that may be fined more than they expected.

        1) They have to file an income tax return, and 2) They have to have excess withholding to be confiscated. Since many if not most of those who didn't get insurance will not fit into either category, they have little to fear.

I suspect the penalty amount due will accrue and the first withholding check after filing IRS will take it instead of applying to the new year withholding. It will continue until the penalty is paid, then the next year they will be short on withholding unless the employer is 'advised' that they tell the employee they are short. Penalties don't go away unpaid unless this is a very strange penalty.

Actually, it will be the first time I will fork over money to the federal government and know exactly why it is being taken.
. I will never comply. They can have their 1%, then there 2%, then there 2-and-a half percent.
I’m still waiting for the champion that will come along and make this horrific mandate and law go away. Romney won’t do it. He’ll ‘repeal and replace’. which means there will be even stiffer penalties like they have in Massachusetts. In that state, I believe you can go to jail if you don’t pay the penalty.
