Because the background check system is fatally flawed - especially when the VA is involved. It is a known issue yet nothing is being done. There is a lack of qualified mental health personnel (I know one personally) at the VA and their systems don't communicate well with the NICS background system. So those in the military who should be prevented from legally obtaining firearms slip through.
