What a disorganized cluster. It's sad for those defrauded, but this looks like anarchy....

Unfortunate.

In my engineering work I have come to realize that very few people are actually capable of pulling off a project like this - of actually accomplishing the appropriate steps to get it done. Oh, you could hire a good engineering firm to do it but "engineers cost too much".... yeah....

  Yes, its hard enough to do correctly where the rule of law prevails. In latin america and asia, it's even more frustrating without established rules for corruption as exist in the US.
