CARACAS, Venezuela—In April 2008, former Venezuelan President Hugo Chavez dispatched Justice Ministry officials to visit counterparts in the Chinese technology hub of Shenzhen. Their mission, according to a member of the Venezuela delegation, was to learn the workings of China’s national identity card program.
“What we saw in China changed everything,” said the member of the Venezuelan delegation, technical advisor Anthony Daquin. His initial amazement, he said, gradually turned to fear that such a system could lead to abuses of privacy by Venezuela’s government. “They were looking to have citizen control.”

The following year, when he raised concerns with Venezuelan officials, Daquin told Reuters, he was detained, beaten and extorted by intelligence agents. They knocked several teeth out with a handgun and accused him of treasonous behavior, Daquin said, prompting him to flee the country.

Government spokespeople had no comment on Daquin’s account.

The project languished.
But 10 years after the Shenzhen trip, Venezuela is rolling out a new, smart-card ID known as the “carnet de la patria,” or “fatherland card.” The ID transmits data about cardholders to computer servers. The card is increasingly linked by the government to subsidized food, health and other social programs most Venezuelans rely on to survive.

And ZTE, whose role in the fatherland project is detailed here for the first time, is at the heart of the program.

As part of a $70 million government effort to bolster “national security,” Venezuela last year hired ZTE to build a fatherland database and create a mobile payment system for use with the card, according to contracts reviewed by Reuters.

    If you build it, they will come. Whom ever builds it first, rules the world.
    Yes it is faster, and possibly more harmful to human health. I have heard both sides and they both sound credible...Natch! I suppose we will find out too late.

    The Fear that China will employ their 'in real time' social behavioral/punishment system on 5G is a credible concern but that doesn't mean the powers that be in the west might create the same perversion too...just look at googie and fascist book. 5G will make it 10X plus more powerful and harder to avoid because everything you buy, everything you need in your household will be connected to the 5G network...one would have to dig a hole and jump in to escape it.

    There are so many domestic enemies. I voted for Trump so we would get 4 years of slowing down of collectivism. I think we have gotten what we are going to get in that regard. At this point, he will lose to O'Rourke in 2020 and we will continue down the collectivist path.

    The internet is very convenient to be sure, but it means that more and more of what we do is available to the powers that be.

    Whats the big deal about 5G? Sounds just like its faster than 4G, but so what?

    We all should pay close attention to Venezuela with a series of TV episodes to show us how todays liberalism will go down. The idiot Ocasio-Cortez should go live in venezuela before she opens her mouth again.

    Our own government is headed that direction, with the demand for everyone having ID with biometric data on it. Supposedly it's just another check to verify the ID is really yours, but it can easily evolve to a Chinese system.

    If china gets 5G before we,.. they will rule 1/2 the planet.
    I am beginning to think we should abandon the internet or at least, do our most sensitive work on a computer that is not connected...they have thousands of hacking spies.
    It's a digital war folks and if we lose...we'll all be a digit on governments server, one step out of line...ZAP! like a mosquito.
