Yes, and it is used quite effectively.
"Are you for hate speech?" requires a sophisticated response. A simple yes makes the responder sound like a hater. A simple no is taken as you therefore agree with banning any such speech.

It is like the, "have you stopped beating your wife yet?" question. There is a hidden assumption implied in the question.

So, to properly respond, a person has to stop and take the question apart. Quick snippet interviews don't allow for that. And many people can't take the question apart so they respond "of course I'm against hate speech" which opens the door to rules/regulations/laws that attempt to ban speech.

Put a clearly negative word with a general term like speech and confusion reigns.

Perhaps we will wizen up. Perhaps we will see that a totalitarian response to shut down communication is not a wise way to go. Banning "hate speech", etc is a dangerous road.
