California’s Jerry Brown Has an Enviable Surplus. He Wants to Save It
So, they just jacked their taxes up over the moon for "roads" last year, now they have a surplus, but they want to "save" it, but they also have a debt of 50 billion or so (maybe more now) and their tax base is so variable it can blow away tomorrow. What a mess....
