No federal funds to monitor Americans Internet use.
No federal funds for climate change adding no funds ,contributions or grants or any other payments to support the green climate fund.
No federal dollars to promote, counsel or funds to pay for abortions.
He has funded the wall using the army Corp of engineers and badly needed funds for the military.

In addition to the caveats one other user has mentioned, Trump cannot shift money between the categories of "discretionary" and "non-discretionary." But within either category, Trump has full authority to spend as he wishes. And if he wishes to declare the wall a necessary part of national defense, there's not a thing the Democrats can do about it. So he just manipulated them into giving him a blank check with a lot of prohibitions against activities that he never intended to pursue anyway. I look at that now, listen to Dick Morris' analysis, and ask myself: why didn't I think of that?

Bottom line, he has the discretion--more discretionary powers than any President before him has ever been allowed to exercise. (Obama did that which the law didn't allow; Trump got Congress to write a law to allow it!)

Trump is still the best chance we have. I am not pleased with the funding bill, and allowing the school kids to think guns are the issue, when Trump said they would get to the bottom of the causes. No one seems to be looking inside the FBI or the gov school system, which are two of the issues. Psychotropic drugs are another. And these have been common factors in all the school shootings.Letting traitor Obama, who did more to cause the shooting with his payment to the school to not use eport students to police, was at the rally against guns! How about a ban on Obama! He and his shadow government, his desire for a nation of little Obamas, and his promise to the UN while in office to ban guns, make him a menace.

While Donald used his daddy's money to build his empire he never the less built it. His business back ground is his expertise which few if any in the swamp understand. My take is that he is throwing "grenades" to keep people off their game. One doesn't go into a negotiation with their best offer from the beginning. Its called leverage and Trump knows how to apply it. In the end I think more good than harm will come from his administration. The question is: will the good be permanent?
