No, that is not true. This is science at it's best; investigations in an effort to understand how things work. They are NOT trying to scare you, they are informing you of all the things they are observing.
NASA, NOAH, Goddard and scientific researchers all over the world are doing this.

So, according to your view, these official, valuable agencies are trying to scare you and get more funding...I think not.
