Just because they are designated as lobbyists, that is not all they do, the reimbursements are for the lobbying part of their activities. They audited DHS (health and human services) and found 100 million in errors, 60K people on it they should not be, then got our idiot voters to give them 300 million in new taxes on healthcare policies and programs, to fund more waste and abuse (which will also magically disappear, to PERS). Kalifornia has been playing the same shell game for 10 years now, and is about out of room to rape the people. Oregon will follow.
