Trump and the Bureaucracy

The question no one is asking: Why do we have nearly a thousand positions that must be approved by Congress every four years in bureaucracies? I think this says much more about the unwieldy nature of our government than Trump's abilities, to be honest.

"The only way to control the federal bureaucracy filled with career government employees is to name political appointees to set policy"

Here's a better idea: nix the bureaucracy. What better way to control it than to eliminate it?
