Necessary regulation or unnecessary market regulation?

There is definitely a regulatory cost burden here. The question is whether or not such is justified. I would propose that the country of origin is irrelevant - it is the practice of that operation that is what ultimately matters!

Approval of food from other countries is one of the rare cases of what I consider a proper role for government. There are numerous countries from which we import food that have water supplies that are deplorable. How do we verify that we are not importing disease? Moreover, standards for what is acceptable with regard to purity (and more importantly, impurity) levels for agricultural chemicals vary widely from country to country.

Blarman is correct in that the practice of that operation is what ultimately matters.

It is ironic that this question should come up during a worldwide Ebola virus outbreak.
