    Simple... they're not using this new technology.

    It's dumb anyway... unless I specifically tell my mail server to delete emails after they are delivered, they are stored on the server. I can't imagine a government mail server NOT saving email on the server... so what happened to whatever computer they were composed or read on is irrelevant. And if the drive holding them died, a lot of other people's emails would be lost, too.
