Repeal of the 16th Amendment

I'd like to propose a Constitutional amendment to repeal the 16th.
My suggested wording is something like:
The 16th Amendment to the Constitution is hereby repealed.
Congress shall have power to levy taxes, provided said taxation does not constitute a coercion. The vote for any tax shall be unanimous within the House. No taxation shall exceed two years without necessity of renewal. All taxation shall be levied consistently among the population, never to exceed 15% of gross income, sales, purchases or other property value.
Congress shall make no law which requires any citizen to purchase any product or service.

Rough draft.
