Actually, that generally depends on where you live, how you were raised, and what your income level is. Racism is usually less common among demographics with higher income, and/or in geographical areas which are ethnically diverse. Geographical areas which contain an ethnically homogenous population or a low income demographic will have a strong tendency towards racial prejudice, especially in areas where both of these conditions are present.

Supposing you can get your decisions approved by the rest of the city or state counsel (depending on whether you're elected as mayor or governor), and your decisions do not violate the Constitution or any other previously established laws (like the Civil Rights Act), then you're perfectly within the bounds of your power and authority to designate whatever behavior you wish as illegal.

Though if it turns out that the ramifications of your decision cause more harm than good (as was the case with the 18th Amendment), the people are within their right to petition that you reverse your laws, or to remove you from power through impeachment if you do not. ;)
