I have studied this aspect in relationship to conscious awareness, physical and physiological reaction times and physical and mental health.

What I have observed in my work is that these effects vary from individual to individual. Levels of "Consciousness" or even awareness of what is happening on these scales seems to make a big difference. Those that are, what I would determine to be, "Conscious and aware" are least effected leading me to surmise that these individuals have some level of control over these effects. In short, they use their minds and are not in the habit of spending most of their time in automatic brain only mode.
Levels of nutrition, general physical and mental health seems to play into one's response to solar and cosmic ray bombardments as well.

So, now you might understand how some individuals could fall prey to the rhetoric of the day and you'd have no other choice but to determine that they are not aware of their own behavior which infers that they have no way to self introspect and modify that behavior...in short, they are not connecting to their Conscious mind.

Some of the resources are a bit bizarre but do contain some scientific clues to consider...the one below seemed to be the most responsible.

The opposite effect may have happened about 2500/3000 years ago when our magnetic shields strengthened to a level higher than anytime in history that we have measured to date...that was around the time that Julian Jaynes, (not knowing of this event) posed that's when mankind started his journey into conscious introspection.
Our magnetic shielding, especially when maintained by solar interactions protect us from cosmic radiation. Perhaps, this event finally forced mankind to start making sense of his own behavior in a new awareness that allowed us to make a connection to our minds...sadly, maybe half of us have done so and the remaining half are still lost in the fields of sheep.
