Note the careful wording which doesn't attempt to breach the current Inter-State boundary where the Commerce Clause has been (erroneously) judged to apply. If passed, however, it would be a step towards allowing consumers to be the ultimate arbiters of certain products rather than the FDA. Enough baby steps and pretty soon you are making real progress.
