Paradoxical?
Being a citizen has always been inferior status to being free. To be a citizen one must consent to lower status, but government propaganda leads the cattle to believe just the opposite.
This situation is consistent with the law. Aliens have not given consent and have not sacrificed their liberty for political status of citizen.
As for receiving "free" health insurance, it is government's way of tempting aliens with goodies to sacrifice their status.

Ben Stein has been inconsistent in his thinking for a long time. On occasion he writes something of value, but usually it's just something that makes the cattle "feel better.".
