Congress will proceed at breakneck speed if and only if two things happen.
1. The
republican establishment wants to move on things. If they don't, noting will move. If they do this there is a very good change that in 2018, they will loose their seats and most likely there majority. I think they are just barely astute enough to recognize this fact. If not, they get what they deserve.
2. The Senate Democrates fo try to filibuster every single bill that comes their way. They may try to prederve the Obama legacy (as sucky as it is) rather that "repeal and replace" as the Republicans want to. Given the manipulation under Harry Reid of the rules, Mitch McConnell hs the precedent to do the same if he has the stomach for it.
Again, obstruction will have sever penalties. If the Dems try oto obstruct the changes to Obamacare and other such thing, they may loos 10 to 15 seats in the Senate (a bold prediction on my part).
It will be very interesting to see how it all plays out.
